Programs

These are The Von Terra Project’s five programs, as set out in our charter (Version 2.0, adopted by the board on 24 September 2026). Programs are what we run; each is made of projects. A project is either active, or chartered: approved by the board and waiting for a lead before it starts. We say which is which.

No VTP program conducts cyber operations. We analyze, publish, educate, advise, plan, train, assess, and exercise. Looking for something practical to use right now? Those live in the Resource Hub.

Carries a member from first credential to employed practitioner, removing the financial and accessibility barriers to entering the field.

Secures and distributes funding (grants, corporate sponsorships, and in-kind support) that resources VTP’s programs and fortifies under-resourced nonprofits and small businesses.

Empowers, inspires, and elevates women in cybersecurity by fostering mentorship, building inclusive networks, and increasing access to education and leadership pathways. Run by the CyberHERo Committee.

[SC] Security

Owns L1 and L3

Treats security as a whole posture (cyber, emergency management, physical security, and open-source threat analysis for preparedness), equipping individuals, communities, and their command structures with planning expertise, assessment tools, and validated exercises.

[FE] Fellowship

Owns L6

A place for senior practitioners to produce original research and plain-language policy analysis, and to carry it, under VTP’s imprint and with author credit, to the officials, partners, and public who need it. Membership is earned through VTP’s open programs.

Lines of Effort

Programs are what we run. Lines of effort are why: the six outcomes the organization is built to advance. Each line has one owning program and a dated target.

[L1] Create an informational hub for security-related issues, educational material, and emergency-management resources.

Target: A self-assessment tool used by 100 organizations or individuals, and an emergency preparedness and response guide with 10 scenario-based plans, both by 2028.

Owner: [SC] Security

[L2] Furnish a cohort of highly qualified security professionals to engage clients, educate, and respond when communities need them.

Target: A cohort of 50 professionals. The date is set once we have counted where we start.

Owner: [CR] Career

[L3] Develop scenario-based training: tabletop and live-environment.

Target: Host one tabletop exercise, and host or co-plan one regional cyber exercise, by 2027.

Owner: [SC] Security

[L4] Build partnerships across sectors to align the needs of educators, policy makers, and emergency managers.

Target: Professional security-related services to six organizations by 2027.

Owner: [GI] Grant Initiative

[L5] Cultivate community-level security talent through mentorship, sponsorship, grants, and opportunities.

Target: Raise or mobilize $3,000,000 by 2030. Only money actually raised is reported as raised; in-kind support, volunteer hours at fair value, and partner resources are always labeled as mobilized.

Owner: [GI] Grant Initiative, with CyberHERo’s restricted funds counting toward it

[L6] Matrix federal, state, and local policies to identify pipelines and blockers for security-related preparedness, response, and remediation.

Target: Policy recommendations to at least 10 government agencies or legislative bodies by 2028.

Partner initiative

FlySpaceA

A Space-A flight tracking service for the military community. The Von Terra Project advises, promotes, and places program graduates as systems administrators. It is not a VTP program and VTP does not fund it.
